u have to unlock that upgrade for vehicles that gives u the extra coaxial machine gun. u have to get a certain amount of points with any vehicle and it can be used for any vehicle except the humv

On the Kit Selection Screen Scroll all the way to the right to Spec 3, then scroll down on that and choose V ALT W, and you use the right trigger and right bumper for weapons.

you use the right trigger and the right bumper. The rb is for the coaxial machine gun.
