Sample characters (not a phrase) in this video are not from 史晨碑 - they are a "blended" style:
府 government office
廟 temple
主 master; major

Each stroke in Chinese calligraphy characters has its own philosophical meanings. Generally, when we practice Li Shu, we prefer to write the Goose Tail like the one in 府 rather than the last one here. If we write the Goose Tail (the ending part of a Li Shu Horizontal Stroke) like the one as shown here in 主, most Chinese will consider its not philosophically and aesthetically acceptable in our culture and arts.

Perhaps, a Westerner or a beginner will wonder why? The reasoning is that Chinese value a reserved, polished, less explicit, stable, and more "perpetual" way to express our art more than unpolished, explicit, or even self-pleasing... ways.
