This play is illegal in NFHS (high school) rules 9-9-1 (rule book) and specifically 9.9.1 Situation B in the case book.
NFHS now frowns on plays that "uses actions or verbiage designed ti confuse the defense into believing there is a problem and a snap isn't imminent is beyond the scope of sportsmanship and is illegal."
I actually had a team try this in a Jr Gremlin flag game and just blew it dead and had them replay the down. He got pissed that I blew it dead.
