All weapon animations are removed for the duration of the glitch.
How to lower your weapon:
Lower your weapon by holding all of these buttons down at the same time. Left Button, Right Button, clicking the Left Analog Stick, 'A', and down on the Control Pad. Lowering your weapon is only possible in local or system link games.

also if you normally put your weapon down and get in and out of a warthog your melee attack is broken.

It can happen online if you do forge with friends. Well I'm pretty sure.

@T0xICJ09 The video was made on Ghost Town, though this works on any multiplayer map.

The first part is working (lowerling) but when i take the mangooste, nothing happened

What part of the vehicle are you entering? If you are geting on the back of the mongoose, it doesn't work, along with any other vehicle seat that uses a hand-held weapon. (Vehicle turrets work)
