isn't it because the person is just holding the side of the boat and hasn't got any preassure keeping it towards him.

The bowside (starboard) oars are not locked in their gates. You can see them pop up as the boat tips and they are clearly floating free once the shell is over. A case for strokeside to hold riggers while bowside close their gates....?
