Probably not, but it is our moral obligation to help people no matter how they ended up. Government is not the ultimate one to take care of us, we are to take care of ourselves. There is a moral obligation to stay out of trouble, so you don't put others in danger to rescue you aswell.

Why should I be forced to pay for someone else's carelessness? Let their homes burn down, that will teach them real quick not to run the blow dryer and curling iron at the same time!

Taxing income only discourages productivity, investment, and entrepreneurship... creating the very poverty for which the government claims to be the only answer.
