The song was composed from originally recorded traditional Chinese instruments.
The festival I believe is called the Yuan Xiao Festival. Which I'm told translates pretty much into 'Sky Lantern Festival'. It's the last day in the Chinese new year when lanterns are released to mark the end of the celebrations and their aspirations for the year ahead.
