The only reason I can think of to why it is slow is because when you close out of the today settings, it relaunches the application but the other remains in memory so there is two instances.
Restarting the device clears the memory hence why it it gets faster. Try running ram clearing utility "I think its called ClearRam" and see if that improves the speed as well.
