It is nothing to do with moving the plate around it is about how the plate effects it in the first place. there is no infrared radiation of the plate and the impurities do not make a difference. so the gas cylinder has moved a bit but can you honestly expect that the tempreture would go up by that much.
Steel plate has low emissivity - reduces infrared reflection from the heated workpiece.
Hands have high emissivity - increase infrared reflection from the heated workpiece.
Thing is you can't see the infrared light. This is a common fault from using infrared thermometers. Would recommend a thermocouple be used to measure the temperature.

Please clean the metal surface before the test. If pointed on impurities, miss measurements can occur.
If you point on a mirroring metal, maybe more error will occur. When pushing on the plate, you move the spot into another place.

Wow, this is unbelievable stuff. Some plate made of steel can move the temperature by 70%. What's in that steel? Who are these people?
