It's not alive. Bonito flakes to me are just like really thin cuts of jerky. It's a fish(forgot which 1 exactly(mackerel?)) that they dry out in the sun. Although I'm sure now a days they dry out the meat in factories. It's only moving because the food is warm/hot. The bonito flakes are just really thin(like paper) so the heat is making them welt. Just like when veggies touch warm foods for long periods of time. (Think spinach?) the heat would just make it all mushy after a long time.
