Senate Bill 119 would create medical review panels to review maltreatment cases involving nurses, physicians, hospitals, and long-term care facilities. Sponsor Sen. Julie Denton (R-Louisville) says the measure would keep more physicians in the state and lower medical costs by reducing litigation. Denton claims Kentucky's medical malpractice system is flawed and attracts out-of-state personal injury lawyers looking to benefit from a litigation-friendly climate. In testimony before the Senate Health and Welfare Committee on February 12, 2014, Kentucky Chamber of Commerce President David Adkisson agreed with that assessment.
