What you are seeing in this video is the Incredibell Disco Bell - created by the Mirrycle Corporation in Boulder, Colorado, USA. It is a bike bell with a traditional bike bell sound, but there are 6 LED lights on the top of the bell that light up in a circular pattern when you give the bell a good ring.

We bought one for our friend who just turned 91 years old! We put it on his walker and he loves to 'clear a path' with it! The little kids love it when he rings it for them. Thanks for all the fun!
