This man, as CNN address him, accepting Suzerainty from PRC, introduced a Trojan horse policy, which essentially comprise an old Chinese immigration tactic 移民實邊 "immigrate and consolidate frontier", which also compromised the Security of the State; he even allow retired Military officers address " PRC, ROC we are all Chinese Military " on recent meeting in China. "Sovereign" as he put it, only when he meet Western Media or for Local Consumption.
