Unlike the US, the rest of the world doesn't have unlimited resources and they need to do stuff like charge for bags to prevent people from wasting a bag to carry only a pack of gum.

Actually the whole world needs to charge for bags eh.It works. People actually use cloth bags here.Funniest thing is I assumed that was being done worldwide. When I think of how many plastic bags I used to accumulate and how many people exist ,its staggering to imagine them in a landfill.
