The voice was different. For the ballads or gospel songs where he had to dig down deep, his voice was stronger than 1969/70. He just didn't have the same energy as back then.

I respectfully disagree. Compare his voice in August 1969 or February 1970 to his voice here and I cannot see how you could honestly say that "This IS Elvis at his best".

This IS Elvis at his best. His voice never betrayed him. Everyone accepted who he was because he EARNED that kind of respect. He could have and should have changed a lot of things in his life, but he NEVER changed the gift he chose to share with us, and he shared that gift until the very end..
