get black lights and put them towrd the front of the stage and face them to you guys! thts how our shool did them

My Percussion Ensemble is doing this piece and want to glow in the dark like BHS. Does anyone know exactly how to create this effect? I know it says black lights and neon paint but how is it all positioned to glow? Any help would be greatly appreciated!

The "Dayglow" makes for visual appeal. I like to see as well as hear the performers. Too many times the percussion is visually obscured or diminished. Thanks.
