How is the follow all any different then Twitters "recommended tweeters" that it offers you at first? What if you are new to twitter and are looking to find new people that are relevant for you to follow? Twitter is useless with out followers or following people. It's like Google Wave without any friends who are also on Google Wave... it becomes useless. I think in some instances the follow all could be rather helpful: case in point - what if you go to a group event like SMB or a conference..
