Richard (Rick) Moore dedicated 21½ years to Milwaukee Public Schools, first as the Assistant Director and then as the Director of the Division of Facilities and MaintenanceServices. After graduating from Michigan Technological University in 1976 with a Bachelors of Science degree in civil engineering, he began his career with the City ofMilwaukee in the Department of Public Works, Bureau of Bridges and Public Buildings. In his 10½-year tenure at the City, he served in several capacities, ranging fromperforming structural and electrical designs for the Citys bridges and buildings to serving as Building Management Engineer, in which position he was responsible for theCitys inventory of over 215 buildings. He became a registered Professional Engineer in the State of Wisconsin in 1980.

Mr. Moore left the City of Milwaukee in 1987 to accept a position with MPS as the Assistant Director of the Physical Plant Division, currently known as the Division of Facilities and Maintenance Services. He was promoted to Director of Facilities and Maintenance Services in 1993 and continued to serve the District in this capacity until hisretirement in 2009.

As the Director of Facilities and Maintenance Services (DFMS), Mr. Moore was directly responsible for all facility planning, building maintenance, school design andrenovations, repairs, new construction, environmental services, and plant operations for over 200 facilities, totaling 18 million square feet of building space. His responsibilitiesalso included development and management of the Districts capital-improvement program and real estate acquisitions and dispositions, along with energy-managementactivities. He has served as an advisor on the State of Wisconsins Energy Initiative Committee as well as serving on the editorial advisory boards of various publications. Heis active with the Council of Great City Schools, serving on peer review panels created to evaluate and make recommendations on the maintenance and capital planning functionsof other major urban school districts.

Under Mr. Moores leadership, DEFMS has undergone several major reorganizations to strengthen and streamline the Divisions operations. While the number of projects andinitiatives that he has undertaken over the years is too numerous to detail, the following sampling of his accomplishments demonstrates why MPS facilities are some of the bestschool facilities in the nation:

• development of a Cyclic Maintenance Program that identifies 37 major capital components of district facilities, evaluates theircurrent condition, and establishes a replacement cycle based on useful life, and serves as the basis for the Districts capital budget;
• identification and implementation of over $35 million in energy conservation projects that were paid for by the savings whichthey realized;
• implemented the commodity purchasing of the Districts natural gas requirements;• development of needed technologies for the DFMSs business applications;
• development of a district-wide compliance plan for the Americans with Disabilities Act (ADA) and implementation of over $25 million in modifications to date, making more than 100of the Districts facilities handicapped-accessible;
• implementation of a $60 million MPS district-wide technology wiring program using district, E-Rate, and State of Wisconsinfunding to wire the Districts facilities;
• oversight over $255 million in district construction and renovation projects; and
• administration of the development and implementation of two Ten-Year Facility Master Plans.

The Milwaukee Board of School Directors and the entire school community recognize Richard W. Moore for his dedication, outstanding leadership, and commitment to excellence on behalf of the students of theMilwaukee Public Schools.
