    The President has the authority to commit forces to the suppression of insurrection. The Confederacy had no right to secession in the Constitution, but forgetting about that for a moment, the Confederacy attacked the United States, and the president has an absolute right to wage war against national enemies. You cannot claim a Constitutional right not to be invaded if you believe you have legitimately broken away, as foreign nations have no Constitutional rights under our law.
