On July 29, 2009, the Commission on Human Rights held a hearing on the allegations of Melissa Roxas that she was abducted and tortured by military elements in La Paz, Tarlac in May 2009. In the hearing, anti-communist stalwarts ANAD Rep. Jun Alcover and former Army general and now-Bantay Rep. Jovito Palparan Jr. accused Roxas of being a member of the rebel New People's Army. Alcover and Palparan presented a "video" of Roxas as an NPA member. The video, they said, came from a disgruntled NPA member.

Palparan also accused Bayan Muna Rep. Satur Ocampo of being an NPA leader and possibly masterminding the abduction of Roxas. Ocampo flatly denied the accusations. CHR Chair Leila de Lima pointed out that both Alcover and Palparan did not have any evidence supporting their accusations against Ocampo.

Palparan was in the middle of speaking about the accusations of human rights violations hurled against him by the human rights groups when he was cut off by another alleged torture victim of the 7th Infantry Division, Raymond Manalo. Manalo, with his brother, were abducted on February 2006 and held incommunicado for months by the military unit then under Palparan. They escaped captivity in 2007 and have since divulged their horrifying experiences of torture in public. They also testified to having met in the military camps several "disappeared" activists including missing student activists Karen Empeno and Sherlyn Cadapan, and farmer Manuel Merino.

In the hearing, Manalo stood up, loudly cursed Palparan and said, "You abducted me!" CHR chair de Lima promptly adjourned the hearing.
