I would never resign from a job. This is what companies do - make it unbearable to work at a place and then they just hire the next person for less. It happens at all levels of jobs and corporations. People believe that it is not going to happen to them but it does.

Since they have fired you (you did not quit) They have released you from their authority so you are no longer required to appeal to their Administrative Courts. You could(if best) bring this case up as You vs. DEP in a court of Civil law.
