Their enormous power with their low sallary make the corruption sky heigh. So it is not only eonough to secure the finance but oslo to fight (pay) the bribe in every process of starting the building to finishing. But what surprises me is the people are so die hard they manage to bulid their country, regardless...

No one said the government was building anything. Private investor build buildings and the government (most of the time) builds roads. What I was saying was that there is only material growth, not social growth but the government wants you to think that there is social growth. It ain't a wierd idea, it's facts.
