For predefined keyboard and mouse configuration, stand below lamp on the wall, hold rt mouse button (high profile) and then press and release space (legs). It worked for me.

ok, guys, if your on xbox, then i know how to get onto the post quite easily.
as you climb the wall, youll get to the top and stand so that your facing towards the end of the post, so that the light thingy is right in front of your face.
then, WITHOUT moving the dude u play as, press RT and A at the same time so that your dude jumps on the spot, rather than jumping forwards. then, just press B after you jump to grab onto the end, and then climb to the top.
