This sounds maddeningly difficult, having to play so lightly with the right hand the whole way while also creating a soft but clear melody.
I love Debussy's preludes, but many of them involve very compact finger technique and I've never been particularly good at that...even though I really want to learn "Les Collines d'Anacapri" some day...
