The notion that the Tibetan Freedom Struggle is funded by the CIA is absurd. The CIA lightly funded and trained the Tibetan Resistance when China first invaded Tibet but betrayed them in 1973 when they completely withdrew their support. America is China's biggest trading partner. If anything we should check if China's ongoing repression of its own people and the Tibetan people is funded by the CIA.
