  • This is a very very expensive proposition. If you increase education and jobs, crime drops. That is a proven fact by the latest Criminology studies.

    Secondly, the goal is to REHABILITATE criminals. If someone becomes a criminal it is society that has failed them. If society punishes them MORE, how do you expect them to become good citizens? Stop reading the bible and start studying criminology. Canada has a very good system right now (better than UK and USA by far).

    Are these individuals safe to be in the community or not? If police must monitor high risk offenders "every hour of the day," perhaps they should not be in the community. As this expensive (and imperfect) GPS network will only help police react if offenders are "going anywhere near a playground," there will be a coverage gap for situations which do not fit neatly into hot spots on a map.

    What is the evidence that the benefits will outweigh the costs?
