Yes. IBM set AT as a standard, just as did with PS/2 in 1987 (purple and green connectors for keyboard and mouse, respectively).

@bestamerica First of all, IBM no longer makes consumer PCs. Their latest processor is the power7 and windows does not support that architecture. The last remnants of their consumer PC division was sold to Lenovo in 2005. Second, windows did not even exist when this commercial was made.

All major cable networks made that test signal, i think that was for some sort of a sound check. Or in leau of 3-2-1roll em. When fiber optics started to roll out, and the stations started using digital broadcasts in the mid to late 90s the phone dialing sound effect ceased. Court TV had the sound effect too back in 1994. Retro Television Network uses that jingle for that vintage feel.
"Chaplin" was Bill Scudder, a mime.
