It's not that they can't play, they get pretty much every note right. First of all, the sound quality of this video isn't very good. Second, in garage rock in general and garage punk in particular, bands intentionally try to have a fuzzy, high-treble, distorted sound. This sound/rec method is called Lo-fi (Low-fidelity). Most people don't think it sounds like shit at first...I did for years. Eventually you like it though. It adds character to certain types of music. See some of their other vids.
