The run up to the whole "Free" trade meetings was very revealing. . The Police at that event basically did not allow anyone into downtown Miami during the meetings. They passed resolutions and arrested people for holding signs saying they were weapons. They arrested people for standing on sidewalks. They basically just rounded up anyone who they wanted threw them in a holding facility for a few days and didn't charge them with a crime.

Taser use has nothing to do with a violent suspect. It has to do with a non-compliant suspect. It allows officers to make an arrest without letting someone who has already demonstrated non-compliance from having the opportunity to resort to violence
