I lived in Wuxi, China from 06 till 08, and you could always see google search results. The problem was opening a site like Wikipedia or Youtube when something controversial catches on. It will still definitely get censored for a while till they find the source and ban them off.
Nothing has changed. Government does whatever they want because they personally built there internet service infrastructure.
