No, seriously, it's a thing. It's "The Frog King," from East West DVD (eastwestdvd.com). I bought it used for $3. There are no credits (the movie simply loops back to the beginning once it's over), and there's no record of its existence anywhere on the internet. I only know that it was originally in German, but was (mostly) dubbed to English for this DVD release. By people who obviously don't speak English very well. And who are most likely seeing the script for the very first time as they record their lines.
Believe it or not, too, this is one of the BETTER scenes in the movie. It goes on for 35 minutes at a quality roughly equal to OR LESSER THAN what you are seeing here. I'm not even joking.
Since there seems to be no record of the movie's existence anywhere, and no credits whatsoever, I'm probably going to upload the entire thing to YouTube very soon, and will most likely create an in-depth video review of it as well. But I figured it was worth previewing, so you could all bask in its inexplicable, astounding trainwreckiness.

@supergeorge3333 - Oh, there's even better elsewhere in the movie. You should hear the near-porn-level 80s synth-pop instrumental piece that plays during the VERY LONG SCENE in which the frog rides to the castle on the back of a... donkey? that alternates between running very poorly and hopping like a kangaroo.

@supergeorge3333 - Yep. I bought it because of the description on the back of the case, which contains such descriptive gems as "Plitsch Platsch, a frog came there." The art on the case looks NOTHING like the art in the actual movie, either -- it's much, MUCH better. (:
