Here another fact, before the African were bought to America, volunteer town crier is the only policing unit at the time. Town crier will often spread news of English troop to town and acted as scouts for the revolution army.

The police are always harassing poor people and minorities: arresting them for things like domestic violence, sexual assault, and giving them speeding tickets, etc.
