If this god is somehow forced to send the un-believers to somewhere he somehow isn't, why did he have to make it an eternal torture chamber. Couldn't it have been a nice place that he just wouldn't come to visit. By forced I'm referring to the fact that this god is incapable of forgiving without strings (a blood sacrifice) attached.
