Yeah, when a movie is made into a Broadway musical, it is made longer. A movie has to last around 2 hours, but a Broadway Musical has to last a whole evening. So they take deleted scenes and songs and add them into the musical.
Think of it as a way of seeing the movie UNCUT.

I believe the witch costume was concealed under a breakaway Miss Gulch costume.

Nothing was fully removed. A lot of dialogue was abridged. Kansas probably suffered the biggest cut down in ways of dialogue. Also some songs were shortened. Over the Rainbow, If I Only Had a Heart, and If I Only Had the Nerve all lost their opening verse. King of the Forest and Jitterbug were severely chopped down (Jitterbug was not used in the production with Roseanne, it came in with Eartha Kitt). Merry Old Land of Oz was taken down to a verse and a chorus.

A local high school put on a production of this, this spring, and it was so popular they've revived it for a week this summer.
In the Emerald City scene, they brought in a live horse that they somehow dyed green!!!

Actually the production at Madison Square Garden's running time was 88 minutes.

You're right, however, when it went on National Tour, they did trim an additional 28 minutes for a running time of 60 minutes.

i thought at 1:27 is the end of act 1.
why isnt there any intermission?

There is no intermission because this production was designed especially for children. Therefore it was cut down to a running time of one hour. In the uncut version, act 1 alone is over an hour. With a shorter run time there was no need for an intermission. Also, they felt an intermission would get the kids riled up and it would be hard to calm them down and get them ready for the second act. The shorter run time (with no intermission) also made it possible to do 3 shows each day.
