Otis is a known neighborhood con-artist and criminal. He somehow keeps getting out of jail. Here I am interrogating him for incessantly knocking on neighbors' doors, no doubt casing places to rob. For all of you that don't know it, Otis is a snitch. The only reason he got out of jail this last time is because he must have given the cops some juicy info on someone.
