Another thing can be a pulse relay failing.
Its between the RH headlight and the air filter.

try by cleaning injectors and check also injectors signal and if TPS and ISC are working.
I have also an '84 Starion and it had the same trouble
can you show the engine in every detail? to know about the EGR Solenoid, connectors, cables etc.

Check the boot from the turbo to the maf sensor. It cannot have any leaks whatsoever. Examine it closely. Also you can unplug the maf and see if it will run without it connected. I know 86's usually do and you will know if it is bad right away. Another in depth procedure but doesn't take long would be to reset the mps/isc and tps along with sweep testing the tps and the mps with an analog meter.
