The chip on the right is the analog joy stick controller. Right now it reads only one joy stick axis using 2 pins.the chip on the left is the binary to hex converter/display driver

It is a 16f628a that programmed to be a display driver.
you can easily find / buy a chip that does the same thing. the term you are looking for is "BCD to 7Seg decoder". Search around for that and you'll find one in no time
