In Brazil 120 people are killed every day. And those living in the poorest areas, as favelas, run the highest risk of being caught in the violence. Northern Rio de Janeiro a few months ago turned into a war zone when the city mayor, Sergio Cabral, took the decision to once and for all deal with the area that has been one of the worst in the country for years.

People -think- they are safe in the favelas with the drug traffickers in charge . . .
until they try to testify in court against a drug trafficker.

If the violence is related mostly to commerce of illegal drugs, why not decriminalize the use of those drugs? The money now spent on violent incursions and arrests could then be spent on education, trade schools, music, arts, sports, etc,, to increase the opportunities for the people living in the favelas.
