im still confused as to why they randomly come back together and split apart for random reasons. maybe 002 needs the money? (come to think of it, he must be living with the main group anyway since he left the city he was in before)

well animes and anime movies have different artists that work, all that work would be too much for just one person or just a few people. Artists all have different styles, and its the job of the lead artist to fix any mistakes or differences in character design. His hair was probably looked over in an early episode, certain character's hands were boxy rather than round, so that's probably the reason why his hair is rather short.
