Didn't know, that pulling on to a shoulder was illegal. It's not. Neither is taking pictures. So there is nothing wrong with it. Also, the person taking this video did not pull over and take pictures, so what is your complaint to them? So you are annoyed, big deal. If you don't like people taking pictures where you live, you can move somewhere else so you can be annoyed be something else. Have fun!

I live here and people are always stopping on the side of the road taking pictures. Kind of annoying. By the way cops are out thick in that area. You've been warned:)
