@GoodDeedsLeadTo Excellent question! Many words are buzzing through my mind right now, including managerial skills, leadership skills, using EQ, and a healthy dose of monitoring and reporting. Assuming clear directives and requirements are flowing down from strategic management and a proper business is compiled (via portfolio/program and project management), then continuous alignment and realignment with the business case should ensure that the customer gets what he needs :-)

Hi ... attention to the sample question ... answer A is lacking the word "less" that make it the correct answer.
The way it is it says that SD leads to unplanned and unforeseen expenditures ...

@Rugre01 We're looking for a negative statement here, and answer A is the most negative :-) All the other answers are actually positive answers ;-)
