@FDJustin your best bet for beating Heavy Armor in South Figaro would be to give Locke a Genji Glove and have 2 Air Lancets or Regal Cutlasses. Or, you can have a cheat that guarantees Desperation Attacks like Locke's Mirage Dive.
I mainly grind off Merchants to beat Heavy Armor. Takes a while, but you easily notice the damage change.
When I first saw Desperation Attacks I was like: "Ooh Mirage Dive I've never seen Heavy Armor do that before- Oh Locke's doing it I didn't tell-- WHOAAAA!" lol

The soldier dying and leaving the armor behind shows two things... 1: That is some hardcore quality armor! 2: Maybe it would have been a good idea to build the armor so it actually protects the rider...
Oh, and you probably saw it in South Figaro. If you can manage to kill a heavy armor (It's possible, just requires a lot of luck) it does the same thing.

What I did to level up a lot of my character's later was i just started near south figaro went through mt kolt then through the rapids again and basically through all of Sabin's course again.
After that i think you can take a ferry back to south figaro, and just repeat the process all over again with other character's.
