Any sign, allowed by either a permit or as a matter of right, whether an on-site sign or an off-site sign, may contain noncommercial speech in lieu of any other type of speech.
this code allows for any type of sign as a matter of right as long as it has nothing to do with advertising and is used for private use.

this is hilarious....it belongs on saturday night live...no balloons with writing allowed in orlando, florida and it doesnt matter if they are on public or private property? did they visit disney world lately? is there a balloon confiscation code and fine? is this the latest effort to increase city revenues? what does a permit for a balloon cost anyway? is there a fine if you dont get a permit? can you be arrested? should have a public demonstration and march with everyone holding balloons.
