Destroying evidence? You don't do that unless you are trying to cover something up for someone. He called the FBI instead of the CIA to get the chase stopped. I wonder what documents and things he had in his car. Maybe something incremenating on some big players, maybe fellow CIA, he was taking to the FBI. So they had him pulled over to retrieve it. But he knew something was wrong and drove off. Then he stopped again and they killed him and got the info. Just speculation on my part. Who knows?
