I owned two TM125K's and raced them back in 1973/1974. They had a oil meter that most of us threw away to save weight. Instead we mixed the oil in the gas. Hard to say if his oil meter is set too high or his gas/oil mixture is wrong.
The other thing that's going on here is the pilot jet in his mikuni carb is too rich. That's why it burbles when initially revved and then runs clean in midrange & higher RPMs. The pilot jet governed mixture from idle to 1/3rd open throttle.

i havea tc 100 it is very raer im 11 and it is broke right now but weare going to rebuild it win webot it its top speed was 60mph cant wait till we rebuid it it might go faster
