The solution to a declining middle class is to through GATT and NAFTA in a trash can, and get rid of lazy bureaucrats who do not want to do the hard work of regulating foreign trade.

An increase in taxes may frighten foreign investment away, but not if the money is invested wisely in infrastructure, alternative fuels, and schools, not corporate welfare and social give away programs. No more tax breaks for the wealthy!
