the people that founded the city of carthage are phoenicians,the people that lived in that land beforehands were berber natives,they are both correct statements
like USA are mostly white people,or 20% chinese or whatever other immigrant groups there are.however the native americans were the first inhabitants of USA,but they no longer rule their land anymore,like the berbers are the natives and phoenicians are the colonizers
