You can max out your attributes at level 36 with the thief birthsign and level 46 without. The higher your level is, the harder the game gets. That said, level 36 is WAY too high, let alone 46 or 99. The strongest character is as low of a level as possible with the highest attributes, considering how your skills be all 100 at any level, even level 1, Better yet, only level up attributes that you're going to use so you can stay at a lower level, thus being stronger compared to the leveled npcs.

My level 43 character could 2 shot your 1000+ hp char!!! (spell stacking) which better not be possible in skyrim.

and the glitch still works after the sewers. but its better to do it while still inside before you're officially done..

this isn't a mod... its a glitch that allows you to have more levels by having 2 saves. have one that s ready to lvl. and one thats nearly done with the sewers... with the one thats lvling, sleep for 2 hours. and right before your done sleeping load the other game, and you'll be leveling your other character instead... when you have the lvl you want edit your characters race.. and gawk at the glory of being lvl 500!!!!!
