"Tin Pan Alley" was made and released by 20th Century FOX. While it was customary for distributors in the South to cut scenes featuring African-Americans from films in the 1930s/40s/50s -- so far as I know, this scene was included in the original run. @a07002 -- Perhaps you saw a regionally edited version.

This was cut from the movie. It was re-discovered in the RKO vaults along with other deleted scenes & released on DVD.
