So who are the hardest bosses in the game Fox? I think moe, the final boss, and that dude in the wheelchair might be the hardest.

Big Moe is the hardest, no contest. Chatterbox is second, possibly tied with Virgil and Diego and Vargas, and Tiny without Spider is pretty tough.
Luther was tough on Hardcore Soldier, too.
Birdie is pretty easy when you know exactly what you have to do and Cobb is ridiculously easy compared to how he's supposed to be the leader of the scariest gang and wielding a double-bat.
